Why is this measure important?

When employees stay in their positions longer they can become better trained and departments will remain fully staffed. This is also a measure of the ability of Civil Service to select employees who meet expectations of departmental management.

Eligible list: The list of all candidates being considered for a certain position. Initial probation period: The time following an employee’s hiring before full employment benefits become available.
