Why is this measure important?

This indicator tracks the speed of dispatch for emergency calls.

Definitions of key terms

Emergency call: A call is considered an emergency call if its original and final priority designation is a "code 2." The narrow definition is used because if a call is changed from a non: emergency signal to an emergency signal or vice versa, it is not clear from the data when that change occurred. Therefore, since the change could occur at any time, the behavior of those responding to the call cannot be evaluated properly. For example, if a person calls 911 stating their house is being broken into, an officer would be dispatched immediately for the emergency call. However, if during the response, it is determined that the house was broken into over the weekend, then the call would change to a non: emergency call and placed appropriately in the queue. For this analysis, only calls for service handled by NOPD units are analyzed. Moreover, if the dispatch or arrival times are missing, then any calculations derived from those data points cannot be computed.
